Background
In 2023, the Province of B.C. adopted Bill 44 - Small-Scale Multi-Unit Housing, Bill 46 - Development Financing, and Bill 47 -Transit-Oriented Areas in an effort to increase the total supply of housing in municipalities, create more diverse housing choices, and contribute to more affordable housing across British Columbia.

Updates to Zoning Bylaw No. 900, 2014
On June 18, 2024, Council adopted Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1135, 2024 to amend the Town’s Zoning Bylaw and introduce small-scale multi-unit housing (SSMUH) in accordance with Provincial Bill 44. These amendments allow secondary suites and/or garden suites, and a minimum of 3, 4, and 6 dwelling units on lots exclusively zoned for a single-family dwelling or duplex. The number of dwelling units permitted is dependent on the location and property size.

Amendments to the Official Community Plan
On June 18, 2024, Council adopted Official Community Plan Bylaw, No. 811, 2011, Amendment Bylaw No. 1139, 2024, which added SSMUH parcels to the Mixed-Residential Development Permit Area, and a new Development Permit Area: Intensive Residential – Garden Suite with design guidelines.
These amendments establish objectives and provide guidelines for the form and character of multi-unit residential and garden suite development in View Royal. Form and character development permits are required for SSMUH and garden suites.
